County Auditor's Annual Report 2004 - 2005
We provide the BOCC, through oversight and review of County programs and performance, assurance that county services are provided the most cost effective and efficient way, and that government is accountable in its stewardship of the public trust. We seek to accomplish our mission by evaluating department and program performance and identifying recommendations to assist the activities of the County to be more efficient and effective.

Management of the County's Automated Financial and Human Resources System (ASPIRE)
This report recommends improvements in the organization of the ASPIRE management structure and the development of strategic plan for the use of the ASPIRE system.

Processing Construction Contract Change Orders
This report recommends improvements to the management of Johnson County's Construction Change Orders. The report recommends improvement in the quality control systems employed by the County and its consultants in managing the review and approval of change orders.

Records and Tax Administration Transition
The report concludes that the combination of the  Register of Deeds and County Clerk into the Records and Tax Administration has been effectively planned and the transition is progressing well. The report recommends some small changes which have been initiated by the new management.

Disposal of Surplus Computers
This report concludes that while the County took prudent action by suspending sales of surplus computers, they have not taken expeditious action to develop the policies and procedures needed to ensure departments and agencies consistently clean the hard drives, or develop a computer disposal program.

Sheriff Transition
This report makes a number of recommendations for improving management systems and controls. Specific recommendations are made for asset management, operation of the Inmate Welfare Fund, Forfeited Property Fund, Controlled Substance Tax Fund, and various management control issues.
